Start with the 80 states which joined the statement on the humanitarian impact of nuclear weapons that was made at the 2013 NPT Preparatory Committee . Or start with a smaller group. You don't need the CD, the NPT, the UN or anything else. You have the numbers, you have the means, you have the examples of Ottawa and Oslo. It can be done, and done quickly.

For decades you have been led on a merry dance. Now you can call the tune. Just start.

You will need to seize this chance and drive it, relentlessly.

A treaty can be negotiated and brought into force within two years, but only if you agitate, agitate, agitate.

Some realignment of your efforts will be necessary: it is no longer the nuclear-weapon states you are trying to influence, it is the others.

The NPT will endure, and will be strengthened by the new treaty. You can keep your nuclear weapons (for now). You will lose only your legitimacy, influence and respect.

And let's face it, you'd rather have the weapons.

If and when that should change, you know what to do. In the meantime, we ask only that you do not interfere with our business of constructing a new norm. And if you really think your step-by-step approach to nuclear disarmament can work, now would be a good time to start demonstrating that. Or to put it another way:
